choose one machine which should be a server. Install Oracle database on that server and copy all the BIN(All the source code or executables) on one folder on the server. Share that folder for other computers.
Go to other PCs(Client Computers).
Install forms and reports runtime on each machine. Dont install the database on clients.
Modify each client's tnsnames.ora file to connect to the databse on the server.
Modify the registry on each client to give the path for the server where you have put your BIN.
Create a shortcut on each client machine to open your application from the server.
You're done.

Note: to know how to modify tnsname.ora file and registry search this forum for tnsnames.ora and forms60_path
