Try the manuals - http://www.oracle.com/technology/documentation/6i_forms.html

In particular, download and study the "Oracle Forms Developer Release 6i: Form Builder Reference".

For PL/SQL commands go to main Oracle Documentation page at http://www.oracle.com/technology/documentation/index.html press 'Search', then 'Home', and there you will see 'SQL, PL/SQL, and SQL*Plus syntax and examples.' this can then be filtered by 'All PL/SQL keywords'.

But to get the PDF just select any root eg 'S', click 'SQL Functions: Definition', that takes you to 'PL/SQL User's Guide and Reference', press 'book list' THEN do a Ctrl-F for 'PL/SQL' and then download the PDF.

I know that sounds like a lot just to get a manual but that's what Oracle makes you do to get the PDF file link.
